To install Cydia you need to jailbreak your device, but at this time 9.2 and above is NOT supported. Sorry pal your going to have to wait.

Yep ... alas 9.3.1 must not be installed if you want to jailbreak your device ... Perhaps a new "hole" will be found in the next versions ...
