General ????Ip blocked or device ID blocked

So totally noob here when it comes to most technically online computer stuff (I'm good with the hardware stuff though), I noticed on a site I got blocked that when I try to access it through safari it come up blocked even if I use a proxy like hotspot shield or even just simple put my phone into airplane mode and then switch it back off so I get a new I would call it cellular ip lol, but if I go to prive browsing and access it I get through well atleast until I ticked them off again and they block my ip.

Soooooo my question would be what's happening when I use the regular no private browsing in Safari is it a device ID block (I kind of doubt it since I would think it would work block me in private browsing as well) or is it a cookie that's the culprit (I have way too much cookies to search through them all to find that specific one, plus I don't want to just delete them all lol again).

P.S what's up with the Cydia tweaks and some hacks on here leaving behind files, and folders even after being uninstalled (doesn't take up much space, but still ????).

Nah they ip banned me too, which is pretty stupid considering how easy it is to change ip addresses.

I've been made a new account, but every now I then I purposely go antagonize the mods (since they want to act al bad ass), so they ban my ip again ????????. Every now and then though I forget to go to private browsing or switch my ip, but since I noticed that even when I switch it if I'm using safari regularity rather than in private it still shows up blocked until I switch over to private browsing, so I'm wonder if it's a cookie or what.........in all actuality I'm atleast 90% sure it's a cookie.
