Laboratory less damage from weapons

Is it normal weapons dealing less damage in laboratory sectors, i used many weapons but highest dragunov seems to deal 14 damage only, and rest only 1 damage. Maybe shotgun and bow 6 damage.

Yes, it's normal. Lab enemies have high protection, and normal guns barely work there. You need to use special lab weapons (like Genesis Weapons ,Resonator, etc.) that are made specifically to deal proper damage inside the lab. Regular guns will only do 1–14 damage no matter how strong they are.
