i had the same error whenever i was updating all the Cydia updates that came out recently. It took like 20 mittens and it still said refreshing resources or something similar. That made cydia freeze nothing worked, i could open NC and CC but if i clicked home button nothing. I couldn't check accurate time and battery percentage was wrong as well. I closed it using multitasker and it closed but never opened again. I was in a BLoD. What you need to do is remove cydia substrate like DiDA said. That fixes it then reboot your phone.
