General For Or Mist effect on video ?? "Help"

Hey guys so i have a question  

 

about having fog or mist effect on video  

 

I'm making a short film so maybe fog effect won't turn out that great 
So first i want to make sure if it can be done on after effect or sony vegas or other pro editing programs , i won't spend or search that much ! 

 

if you guys can help me , about telling me it will turn out good with effects or it won't and maybe if tutorials that would be great  

also for tutorial if it can be done or subject that would be great  . .  rather than just how to make fog because i don't know how it will turn out at the end
