You can when your account isn't charged with money (even cent amounts). If not create a new Apple ID

You can, or make new gmail and create US one

Lol, Ive tried it. I think I have literally tried all the ways I could; that's why I asked if you can still change countries. With the current ID, to change the country you need a Valid Country's payment method. I've also tried creating a new Apple ID from their website. Tried using it on my iDevice it asked me to authenticate it and asked for a valid country's payment method.

there is a tut for it. you need device or computer. and sign out of apple ID. then download the free app and it will ask for apple id. so make new one
