Step 2: Transfer the iPhone ringtone downloaded from PC to iPhone.

If you don't want to sync with iTunes, you can simply have a try free PC to iPhone Transfer tool. Such as Free Syncios Manager. First you must ensure that the ringtones that you transfer have an .m4r extension which is a file extension recognized by iPhones.

Connect your iPhone to PC.
Click Media > Ringtones.
Click Import button and choose the ringtone you would like to set as iPhone ringtone

Step 1: Startup the iPhone Ringtone Maker Tool.

Start Syncios and plug the iPhone to your PC. Click Toolkit menu on the top of window, you will find Ringtone Maker on the left side.
