Uninstall hacks, disable flex patches or anything related to World at Arms then try opening it again. If it doesn't work, reinstall the app from the app store.

 

If it still doesn't work, boot into Safe Mode and try from there. If you still are having issues, install CrashReporter from Cydia to see what's causing the crash.
