Yes I found that freeze the enemies does not work either after you pass by them, they start moving and attacking you.

That is because you have ELECTRIC DAMAGE items equipped. Change them ALL out for FREEZING or FIRE. Reforge and smelt all the electric things because they are no good with the "Frozen Enemies" cheat.
