how works the in app purchase in the app Simpson Tapped out?

I tried to make an in-app purchase, but it indicates an error "you are currently not authorized to make in-app purchases in SandBox.

Free Store is not Free iAP. They are different mean

Hi, the free store is intended for items that cost donuts/cash. You are able to afford them regardless if you have enough.

so for articles that cost "real" money you can not do anything?
