Add apps hack section (YouTube, SnapChat, Twitter,.....) separately from game hacks

1. Report button in the Shout Box

2. Report member button when viewing a member's profile.

We're trying to keep the sections count low so users can make their way around the forum. Too many section would just confuse newbies.

SUGGESTION about RANK:

1. Forum Adviser. This Rank will have the job of helping member (replying) and will get more respectful! His ideas must be uniqe and helpful for him to get to that Rank. Rank will only open for 2 spot (depend in @@DiDA)

2. Tester, he will not need to reply/thanks to view the hidden content (only in the Games Cheats section). *He will NOT get access to ViP unless he buy ViP.
