I can confirm it's still unlock all characters on newest version 3.70.
But how about the music packs? I dont know where I can access them o.o
I think it's not working for the music packs. Please update when you have time, thanks

EDIT: NVM. It's actually working! You only need to go to the market and "buy" those packs manually. Idk if it's because of this tweak or because I'm using iosgods iAP cracker though o.o THANK YOU

EDIT2: But it's not 100% working though, because after quit the game then re enter, I need to "buy" those packs again. The progress are saved though.
