Apple updated Terms and Conditions

For me it was enough to visit https://developer.apple.com/account/ and there at top will be a button to accept newer terms, everything works right after

Try to visit https://developer.apple.com/account/ and here you will be able to agree to newer terms and conditions of apple dev program. That solved a problem for me
