and it says 403 Forbidden

i tried both installing it and not installing it
it didn't make any difference

That needs to be installed once only. Are you getting that popup on every launch?

no i installed it and i had that 403 error
then i though maybe it's the problem so i reinstalled the whole sideloadly but this time i didn't install that anisette
and tried to install ipa again but nothing changed...
