I’m talking about nonce collision. I’m not saying that is easy. In fact is very rare that the random nonce of your device matches the shsh one. 

But if you’re lucky, it will match and will restore.

There is an option for disable setup in 3uTools but I'm not sure if it actually works.

You can also try jailbreaking using the same tool.

 

The only "fix" on reddit was to preemptively delete setup.app so it never gets to force you to update

iMazing had an option to exit out of Setup screen, but that did not work.
