EDIT: The app doesn’t download, no matter what I try I get the can’ download app message. Other apps do work fine though. This is my first time doing this...Am I doing something wrong?

Not adding anything new, but same issue.  My iphone 9 and that of my wife.  She is a 12.3.1 and I'm at 13, so at least I'm a bit relieved that it's not just me.  Help us @DanYalkenobi, you're our only hope!
