It’s under the “tools” tab and it’s labeled Live Offset Patcher. I believe you miss read what this hack does, it’s supposed to disable spending not add gems/coins.

With the way GTAV has been milked for the past 9 years, I’m not excited at all for a new game since the outcome might be the same and if anything the story mode will not be as great as the previous games.

I don’t know what’s causing the issue, I’m not experienced with GameCenter at all. Maybe try searching for fixes here?
