That is still speculation as well lol
What we do know is there is a method released to jailbreak iOS 10.1.1, someone just needs to polish it out and make a program. This is a fact.
What we DON'T know is if you can upgrade to a non-signed OS utilizing the SHSH2 Blobs. This is just speculation, not tested because it can't be tested, until the signing window is still open.
Therefore, if you are NOT on iOS 9.3.3 with a jailbreak, then get on iOS 10.1.1 to be at the safest spot. Still save all the SHSH2 blobs for whatever is available IN-CASE that method DOES work.
If you are on iOS 9.3.3 it'll be a personal decision to upgrade or not. I did because I'm a help desk support person so I need to know how things work at the stock level before I start tinkering with it.
I personally always give stock a month or so around times I hear of new jailbreaks for this reason, to get accustomed with the new features and the UX changes.
If you like to be jailbroken, just stay on iOS 9.3.3 and save the SHSH2 blobs, otherwise there isn't anything you can do for now.
If you don't care 100%, then you can do what I do and just hope something happens.
