If you use LocalIAPStore from Cydia you can purchase them all I believe. I did it with The Walking Dead series.

Just a heads up for the few people saying it doesn’t work, after putting in the number values you have to actually click on the “attack value” or “hp value” to enable it. Simply putting in the values does not enable the hack.

The game and hack starts out as if it were working but the features are not.
