I know I can't downgrade using the iTunes method, cuz apple stopped signing iOS 9.3.3, but I've heard some people say that there is another way to downgrade. How do you do that? You can't use a vpn is it an ipa file?

Modmyi is a default repo, you can just reinstall in cydia' Open Cydia application and tap on Manage. Tap and “Sources” and click on “Telesphoreo Tangelo” repo (This is the repository that is developed by Saurik). Now scroll down until “M” letter comes. You will see ModMyi repository listed there. Tap on it. Tap on Install button to add it.
