STEP 2: Copy the file over to your iDevice using any of the file managers mentioned above or skip this step if you're downloading from your iDevice. STEP 3: Using iFile or Filza, browse to where you saved the downloaded .deb file and tap on it. Sorry I can't help much cause I don't use Meridian JB, if you want to cheat that bad I'm afraid you need to use Cydia Impactor to make it work

Non-JB version should works fine, what error did you get
