Ok I guess I know what caused that problem, I uninstalled a VPN app and after that I got problem with AppStore, Can someone help me to upload an app from AppStore called "astrill VPN client" v2.0, it's around 10MB, I want to reinstall it and check if it solve the issue -

Didnt work, I tried home + power till it restarts but didnt solve the issue -
AppStore setting in iPad settings is frozen And wont show my apple id ...tec and wont let me to tap on other settings like wifi, Bluetooth....etc so i have to close it from app switch .... And it wont let me download apps from AppStore... Ios 9.0.2 ipad air 2
