i restore my jailbreak a few days ago but cydia still keeps in the system

my whole cydia is empty, thats the problem

You're missing this file: /var/lib/dpkg/status

 

Without that, your Cydia will be empty. Can you try reinstalling the Cydia deb? Or use Cydia Impactor and then re-jailbreak?

my iDevice is ios 9.0.2 now and i was jabreaking my phone, when it was done jailbreaking i opened cydia and everytime i open cydia i am getting this error

Try this. "Go to itunes and uncheck "auto sync when iphone is connected" and uncheck "encrypted backup"
