Then, turn the modem back on, wait about 10 seconds, then turn the router back on. This will effectively reset and renew your IP address.

Try using a VPN on your iPad Settings>General>VPN Edit: here's a VPN app for iPad https://appsto.re/us/CBYOC.i Edit 2: noticed that you have to pay but there's a 7-day free trial. Test it out just to be sure it's your IP that's blocked. If the problem persists, it's not your IP.
