Apologies for my late reply.
If your card was declined, please try purchasing again from a different device and network. You can try purchasing from your iOS Device & use Mobile Data. If the issue still persists, make sure your card has enough funds. The ViP prices are in USD.
Some transactions can also be blocked by your bank, so you might have to call them to allow the transaction.

DLG is very basic, but the pro is that it works on No Jailbreak too and it’s free.
iMemEditor works only on Jailbroken and is a bit more advanced. It’s paid.

On the latest versions of iOS, Apple prevents you from sideloading apps that have the same bundle ID as an App Store app. This means that Game Center progress can no longer be synced on normal/paid Apple Developer sideloads as of now.

If you are using a free/normal Apple Developer account, the anisette advanced option must remain unticked otherwise it will fail to sideload.
