Tested it today (char w/ 1.3m Power) and here's where it works and doesn't.

Camp - works on Camp

PvE  -   Works on - Story mode (finished all / chapter 25), Adventure (finished all / chapter 24), Gold Dungeon, Daily Dungeon, Infinity Tower.      Doesn't work on - Gate of the Dead (health still drops when you get hit)

PvP -    Only works on Ranked Match. Will not work on any other PvP and also it doesn't work on any Co-Op
