So when I run the game on the new device after logging into the Apple ID I get a pop up as follows.

We found an existing game for this GC account. Would you like to load the game for X in the X age.

No / Yes

Selecting No does nothing. Not sure if I am missing something where the overwrite happens.

Thoughts?

So I found a work around but it's similar to the OP.

 

I took my wife's phone (no install) logged into her GC account. Downloaded Dom, ran the tutorial and synced. On my phone I just logged into her GC account, loaded Dom said link devices, my device was the new one and it prompted me to load the save from her device.

 

So you still need a device with no install just a new GC account to sync/link.
