Tool Need help installing cydia impactor

I've read through the FAQ and have tried several times. 

My first issue was on my main account (MA for short), then i created a second account (SA). 

On the first account I tried installing cydia impactor from my computer. I kept getting : provision.cpp:81 The 'Network Extensions' feature is only available to users enrolled in Apple Developer Program. error. So I revoked the certificates under xcode as suggested on the FAQ. Tried it again and figured it was because 2-step auth was on my MA. Unfortunately we can't disable it so I had to create a new account, my SA.

 

SA is new so doesn't have 2-step auth on it, should work? No.

Tried it on the SA and got the same error. Revoked certificate under xcode, tried it. Got the same error. 

Now I'm stuck because I don't know what to do. 

Anyway, any help is appreciated.

I try not to update in case I want to jailbreak which doesn't work on newer/newly released versions. Haven't checked in about a year though.
