I am currently stuck at level 115 but unable to access the Race of Explorers or getting any VIPs.

According to dev it is because of the mod. Any chance to bypass it? Thanks in advance!

Me neither.. Would I be able to keep my progress if I download the official app? Maybe the features can be restored then I can switch back to our app

I don't know how to answer that, but as long as you use gamecenter / social login to save progress then I think you can
