How to install Cydia Impactor without a developer account

    I got a error message said Network Extension feature needs a developer account which required to pay $99. I want to know how to install Cydia Impactor without a developer account. I tried to create a new Apple Id, but it doesn't work. And I can't directly install Cydia extender through IPA. It doesn't allow me to draw the IPA file directly on Cydia Impactor installation panel. Please help me.

    There are a lot of alternative for cydia extender if you’re jailbroken but if you are not, installing cydia extender even with developer account wont make any difference as it needs jailbroken iOS device to function properly

    So how can I install "No Jailbreak Required" game on my not jailbroke IPhone? I said need Cydia Impactor to install. Bur I cant install Cydia Impactor without a developer account.
