I have the exact same issue, I can't launch the app anymore.

I'm on iPhone SE gen 2, iOs 18.3.1

I found a fix for this issue. Open the app with internet connection off, then it prompts you to sign in to your Duo Account. Now you can turn on your internet connection and it will work. It worked for me, I hope this works for many others with the same problem.
