Just go to safemode and download there. It works on my two devices.

”Be Creative”

It’s the nicest way to tell people to not be lazy and figure out something for themselves instead of relying too much on others. If most people can search google for answers on being creative then most people can also search for answers why PUBG Mobile has errors on why you can’t download maps.

***side note: I honestly don’t know what Tencent was thinking by not including the maps in the original game update or download, and have to download then separately. When they’re pretty sure people will want the maps.
