Same issue here, only downloads free camera filters. When I tap the download button, it changes to the circle indicator and instantly change back to 'download' with no actual effects. Tried WiFi and cellular network with VPN on/off, no use.

Same issue for me as well. I installed the Sideloadly version of the IPA with Trollstore. PRO filters will not download. The problem is the hacked certificate is not showing under Settings -> General -> Profiles & Device Management
