Help/Support Super Impactor stuck on INSTALL 8/9

Super Impactor is stuck on Install 8/9 for me and the app doesn't show on my iPhone SE iOS 11.4. The IPA I am trying to install is this-

I have 5G of free storage as well. Help?

Cydia is down right now for windows users. It keeps giving cpp.160 errors
