Wont let me install ipa and every time says I have one pending but when I go to revoke it says I have 0

For those who are getting cydia impactor errors while trying to side load a ipa. Go to ur iTunes settings in your browser and turn off 2-way authentication factor ??

And to add what troubleshooting I've done

 

9.43 impactor = used revoke and it comes up with 0 revoked certifications 

then I open 9.44 impactor, install an app (marvel strike force) and gives me the You already have a current IOS development certificate or a pending certificate request.

I have confirmed 2 way auth is off via the apple website as well.
