Soooooo... you have neg 2 bill oats is because you turned on unlim energy and used your horse a few times then turned it off and used the horse while it was off.  
 

You have the following options:

 

1)  Restart your game from scratch

2)  Submit a ticket to the game devs but they will just ban you and you will have to start again but now with a banned social account.

3) Waste a week and a half of auto tap on your iPad and unlim amount of oats to get it to zero but will not do anything as you will not be able to increase it even after it gets to zero.

 

I would choose option 1 but that is because I did option 3 then option 2 and they looked at my account and said I was cheating and banned my account so had to start again.

i found somewhat of a workaround, it'll do until they fix god mode

turn on attack speed, as you gather mobs in skull areas spam potion of luck, by the time you round up the map just stop and slay them, works in dungeons as well but keep a healing potion in the other slot for traps and stuff

I had the same problem a few months ago and managed to solve it by buying a new horse in the merchant event.  This option is chargeable but it worked well.
