Help/Support [REPOST] Help using Cydia without Developer Account

Hey guys, I’m pretty new to the world of hacks and cheats, and I just started to try to jailbreak my device. Problem is Cydia, keeps giving me a thing that says “you need a developer account” Problem is when I go to create one, it says it is not available at the time. Anyway, I know it costs 99 dollars, and I do NOT feel like paying that much. Anyone know a solution to this problem? 

It is an iPhone 5s, IOS 11.3.1.

I think I managed to get an apple developer account, I'm not certain though since I didn't pay. Also even though it lets me access my account I still get the error in Cydia. Thanks for the help 

UPDATE: Even if I can’t jailbreak my phone, I would appreciate learning just how to load things with Cydia without a developer account

There is no JB for "IOS 11.3.1."

No, its not being signed anymore. You can check by looking at www.ipsw.me and www.canijailbreak.com. Also, have you tried revoking your certificates?
