Lol. You're running iOS 8 then. Before doing a semi-restore, try draining your battery to an empty state. Then charge it through a wall charger. Hopefully your device will come to life.

its actually charging

 

when this process was happening (the springboard restart) it drained my battery like hell

Empty your battery before charging.

 

Regarding semi-restore, just run the tool then plug-in your device. If semi-restore doesn't detect it then try putting your device in DFU mode. You have OpenSSH installed right?

yeah but now my ipad doesnt even turn on

 

but when i connected to my pc it said IPAD DFU MODE (RECOVERY)

You know very well & yet you ask how he can remove the plist I mentioned. Semi-restore doesn't always save you from having a full restore. 

Then tell him how he can delete that file even he cant go on his lock screen bla bla :D

Let it die completely first. No sign of life. Then charge it through an outlet for at least 30mins. If still on a blackscreen state, hard reboot [hold power & home button until apple logo comes out]. If it doesn't work then run semi-restore.
