If you have install SSH then you can try semi-restore

What iPad & iOS version you have? Try removing com.apple.mobile.installation.plist in var/mobile/Library/Caches.

Other option before restoring is to use semi-restore.

how can he remove that file ?

His only option is semi-restore

If that doesnt work then put it in DFU mode and restore

He can access the root file system via ssh. Lol. Are you even reading? Or just don't know what ssh is?

but in my opinion semi-restore is his best option

You know very well & yet you ask how he can remove the plist I mentioned. Semi-restore doesn't always save you from having a full restore.

Semi-restore will keep your Jailbreak. It'll just remove everything else except Cydia.
