I have been wondering if there is a way to get apps that support 9-11 on iOS 8 I'm sorry if this has already been covered

It has been. What you need is the .ipa for the app.

Rename to .zip

Extract it

Go in info.plist

Where it says minimum OS version choose iOS 8

Zip the Payload

Rename to .ipa and sideload

That's odd I tried that but it just crashed upon launch
