Im not sure if I can recommend you one or if there is one out there for windows. What I know if there is one out there it has to have signing IPA support. If you are a mac user then you do have options, and if you are really tech oriented and can pull it of you could virtual machine mac os on your windows computer and use Xcode to install signed IPA
