1.Open the app once and then log out of the game center linked to banned account. 2.Then go to the other iPhone make sure that you haven't used the banned account on that iphone. Just download CS

Update: I was able to unban my device but my saved data cannot be recovered. Still this method works I just have to re install the app before performing the step in logging in the new game center account.
