I'm pretty sure I've seen some websites which can give you followers/likes on Instagram for free but never really bookmarked them since I don't really use Instagram that much but if I ever do bump into them again, I'll PM them to you.

There's also this liker app which can easily be hacked via .plist editing: https://itunes.apple.com/us/app/instalike-instaliker-like4like/
