i reset my ipad and rejailbroke.

but i reset with Erase All Content in setting , so cuz of this i am getting  Could not open file /var/lib/dpkg/status - open (2: no such file or directory)

You can't see any packages on cydia?

no packages, no cydia installer updates or anything in the CHANGES tab

but Mobile Terminal wont work for me . i am going to try MTerminal next. maybe tomorrow

restore is the only option remaining, this time with itunes and NOT Setting's Erase Content 

Now that I think about it, I did have the same problem as yours, none of the packages appeared in cydia, and everytime I opened it, an error message popped up.

I restored everything with iTunes, Set up my iPhone and rejailbroke it.

Everything worked fine in cydia, no error message and all the packages appeared. If iTunes doesn't solve it, then it's a lost cause.

the only prob i have now is that itunes 12.6 and higher dont install on windows 7 without SP1 

 will any other alternative to Itunes work? like imazing?

I don't know, I only used iTunes. 

Try downloading an older version.

12.5 is the latest i can go , but it wont restore it, it can only restore a backup, im gonna go for imazing.
