its by the dev itself , i just had to enable it  100+ Features , damn cool for ya if you are into the game

Just to see if I'm understanding you correctly.. the Dev actually did like Bethesda and released a mod for their own game?  would make since since you never see anyone below level 65, with the exception of the few low stragglers this mod was ok, but it didn't want to work more than half the time for me lol
