Is there a way to make a private server with unlimited coins and gems on my singing monsters like the ones for clash of clans?

Creating a private server would require a lot of knowledge to know how to run a server and just to create on for a game would require lots of work and money.

Yes, but I don't think it's worth it as it requires money and effort.
