Try Logging in and Out of Apple ID and iCloud in settings and try safe mode.

 

If still nothing, semi-restore.

Doubt that'll solve anything either.

 

I have kinda the same issue except it keeps asking for password on mine all the time.

If you have AppSync installed remove it. Use AppSync Unified instead.

maybe you enabled immediately asking for password ?

i solved mine 

I solved it by going into Safe mode multiple times ! 

 

every time i was on screen an alert was popping up saying that i was not able to purchase an application and those applications were those i already had it ! 

 

like twitter when i tried to update it before . . and so on 

 

until there was no alert and i went to the store and downloaded an app then asked for my apple id n etc and now its running ok   

 

I hope it helped you and thanks for everyones suggestions ! 

 

and if you don't know how to go into safe mode : hold down , power and home button until apple logo then release it and hold down Volume up ^^
