Help/Support Apps won't download / update!

Every app on my iPhone 6s iOS 10.2 won't download or update. Whenever I click update the little blue spinning wheel fills in and never moves. I have tried on 6 different wifi networks and cellular data! Tweak list below! Problem still occurs when JB and non-JB. Any help would be appreciated! Thanks

Do you owe any money to apple? If you do they will not let you update/download anything.

I had the problem but a tweak was probably causing it only when jailbroken.

Try using another Apple ID then if you can't even download an app (instead of an update).
