the only solution for now is to buy a new/used idevice ??? coz thats what I did. 

got mine from ebay running iOS10.2

It's pretty simple right now-You can't 

But you can always buy an old device form eBay or Amazon

The only way is to have blobs which you would have had to save when the iOS version was being signed, but other then that you would need another device on an older version from 9.2.1 to 9.3.3.

If you don't have blobs you cannot actually downgrade, unless the firmware is being signed, which it sadly is not.
