I have read that if you have 3 sideload apps on phone anything else won't be able to put on phone app wise from side load. I suggest taking a side loaded app off

In iOS 10.3.3, I’ve installed apps and games with no issues all day long. .

I  deleted cydia impactor from my pc and downloaded a fresh new latest copy.  Still couldn’t install this hacked game on to iPad with official iOS 11.
